I think it makes a lot more sense: if they don’t like three outfits, or enough to fill the top, throw in more at the bottom and let them be held accountable.

In episode 2 they clearly brought out 4 they didn’t like, but even in episode 1 the judges had mostly criticism for Kim’s dress. To me it seemed like her outfit was in the bottom and one of the judges was defending it. I’m waiting to see if the same thing happens in episode 4.
